4.7 Title IV Program Responsibilities The institution is in compliance with its program responsibilities under Title IV of the 1998 Higher Education Amendments. (In reviewing the institution’s compliance with these program responsibilities, the Commission relies on documentation forwarded to it by the Secretary of Education.)

South Louisiana Community College (SLCC) began participating in Title IV of the 1998 Higher Education Amendments during the 2005-06 fiscal year. Annually, state agencies (including SLCC) must report to the Office of the Legislative Auditor all federal funds received and distributed. The Office of the Legislative Auditor audits both state and federal funds received and distributed by state agencies and colleges.
The Office of the Louisiana Legislative Auditor audits the compliance of the State of Louisiana with the types of compliance requirements described in the Office of Management and Budget (OMB) Circular A-133 Compliance Supplement that are applicable to each of its major federal programs for the year ended.
The State of Louisiana’s basic financial statements include the operations of certain entities that were audited by other external auditors. The Legislative Auditors conduct the audit of compliance in accordance with auditing standards generally accepted in the United States of America; the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States; and OMB Circular A-133; Audits of States, Local Governments, and Non-Profit Organizations. The standards and OMB Circular A-133 require the auditors to plan and perform the audit to obtain reasonable assurance about whether noncompliance with the types of compliance requirements referred to previously that could have a direct and material effect on a major federal program occurred. An audit includes examining, on a test basis, evidence about the State of Louisiana’s compliance with those requirements and performing such other procedures as they considered necessary in the circumstances. There is one issue with the Title IV Participation Agreement currently being addressed. The issue involves the the cooperative endeavor agreement between SLCC and Acadian Ambulance.
Currently, SLCC does not offer student loans.
