2.6 Board/Administration Distinction

There is a clear and appropriate distinction, in writing and practice, between the policy-making functions of the governing board and the responsibility of the administration and faculty to administer and implement policy.

Narrative:

According to the Bylaws of the Louisiana Community and Technical College System Board of Supervisors (LCTCS), Article III, Part B (1) establishes the responsibility of LCTCS in determining “broad administrative and educational policies for the conduct of all Board, System, and institutional affairs.”  In addition, Part B provides LCTCS policies are to be executed by the LCTCS President and institutional Chancellors.

The Bylaws of LCTCS charge the institutional Chancellors with the effective execution of all state laws, all resolution, policies, rules and regulations adopted by LCTCS for the administration of the System and the governance of all its campuses.

One example is the General Admission Requirements LCTCS Policy #1.005 (2) states:

Each institution will publicize in the appropriate college publications the required documents necessary to complete a student’s admission process in accordance with his/her admission status, educational intent, and other established criteria.  Students are notified of admission status upon receipt of the application by the Office of Admission. These documents are in addition to the completed application and payment of appropriate application fee.

South Louisiana Community College (SLCC) faculty and staff determine the needed documents and the appropriate college publications. SLCC’s implementation of LCTCS Policy #1.005 includes documentation of:

  • High School transcript (high school graduates prior to 2003 and out-of-state students) or GED certificate
  • Official ACT scores or placement survey scores
  • Updated Immunization Records (required by Louisiana Law)
  • Proof of registration with Selective Service, if applicable (acceptable documents include a copy of the applicant‘s Selective Service registration card or a printout form from the Selective Service website, www.4.sss.gov/rgver/verification1.asp, indicating the applicant‘s registration status.)
