3.10.5 Control of Sponsored Research/External Funds

The institution maintains financial control over externally funded or sponsored research and programs.

Narrative:

Currently, South Louisiana Community College (SLCC) receives external funding for the following instructional activities:  High School Dual Enrollment, Insurance Training, Education on Marine Technology, and two Endowed Professorships. SLCC maintains financial control over the receipts and disbursements for each of these activities.

SLCC maintains financial control over externally funded programs. These external funded programs are included in the Louisiana Legislative Auditor’s system wide audits. 

The Financial Manager has responsibility for timely and accurately filing all external agency reports. 

The College administers all grants under Louisiana Community and Technical College System Board of Supervisors (LCTCS) Policies and Procedures.  Policy #1.043 (1) is listed under the LCTCS Policies. 

Regardless of the funding source, all expenditures, unless specifically superseded by the funding source, follow all College, LCTCS, State, and Federal guidelines. 

SLCC received monies from the Department of Labor for Incumbent Worker Training activities in Safety and Emergency Medical Training Instruction. (2)

SLCC places responsibility for the administrative management of external programs to the principle investigator and the director of sponsored programs.  The College assigns financial management to the Financial Manager. (3)
